Did you know that? There is a geographical map identifying, in Montreal, the location of parking spaces reserved for disabled persons holding a sticker.

What is it?
In Quebec, a mobile sticker allows access to parking spaces reserved for people with disabilities who cannot travel independently or without risk to their health and safety. It authorizes any disabled person, driver or passenger of a vehicle, to use these reserved spaces. It should be noted that the sticker is linked to the person and not the vehicle.
Since 1998, the SAAQ has been issuing this sticker, which can be used by any disabled person, whether a driver or a passenger.
The mobile sticker must be hung from the vehicle's interior rearview mirror. It is accompanied by an attestation certificate that the sticker holder must keep with them at all times as proof of authorization to use the sticker. The cost for the sticker and the accompanying certificate of attestation is approximately $1,000.

Benefits of the vignette
The parking sticker authorizes a person with a disability to use a parking space reserved for persons with disabilities, regardless of whether the person is a driver or passenger in the vehicle, and regardless of whether the person owns the vehicle.
In addition, in some citiesThe sticker can provide you with certain other parking benefits.
For example, in Quebec City (on the territory of the former Quebec City), if you have a disabled parking sticker issued by the SAAQ, you can park free of charge in front of a parking meter for a period of 3 hours (or for the maximum parking time of the parking meter if it exceeds 3 hours). It would also appear that you can park in a time-limited parking space regardless of the time limit (e.g. you can park with your sticker even if parking is only permitted between 10:00 a.m. and 2:00 p.m.). If, in either of these two situations, a police officer mistakenly issues a ticket when your sticker was properly attached to your vehicle's rearview mirror, do not hesitate to follow the instructions on the back of the ticket to contest this error!
This measure never allows parking when the ban is related to street cleaning.

Note: The mobile sticker is the parking sticker used in Quebec. It is not the same as in other provinces. For example, in Ontario, it is the Accessible Parking Permit (APP) which is in effect. Just because the City of Trois-Rivières has decided to remove the sticker from its parking meters indicating that parking is free for disabled permit holders does not mean the measure no longer exists.
The City of Trois-Rivières has removed the sticker from its parking meters indicating that parking is free for motorists with a disabled parking sticker issued by the SAAQ. It was reported that the presence of the wheelchair logo on a blue background was confusing to motorists, who often thought that the parking space was reserved for people with disabilities. However, the provision of free on-street and metered parking remains in effect for persons with disabilities.

Awareness of respect for reserved spaces

As part of their annual campaign to raise awareness of the need to respect parking spaces for people with disabilities, Moelle épinière et motricité Québec produced a short awareness film in 2010. The objective of this short film is to make the population understand the problems caused by the abusive use of reserved parking spaces.
Well designed, it does not leave anyone indifferent. We invite you to make it known in your environment, thus contributing to change mentalities.

Citizens' patrols
Since 2009, Moelle épinière et motricité Québec (MEMO-QC) has been conducting an awareness campaign for the respect of parking spaces reserved for people with disabilities. The Citizens' Patrol initiative was born from this campaign.
The idea of this patrol is to catch offenders who are illegally using reserved parking spaces and to deposit on their windshields awareness campaign flyers and civic-minded tickets (available free of charge upon request). In this way, everyone, in a group or on their own, can contribute to raising awareness of individuals who do not respect reserved parking spaces.
This year, for several months and in several regions of Quebec, MEMO-QC and its partners will form patrols and carry out shock operations in order to sensitize motorists who illegally occupy reserved parking spaces and to give them civic-minded tickets.
We invite you to participate in this awareness campaign.
Partners interested in joining us will receive the "Patroller's Kit", which will include fact sheets explaining the purpose of the reserved spaces, civic citations to be given to offending motorists, badges to identify patrollers and awareness posters.
